Project Charlie is a community-based effort to combat youth experimentation and use of alcohol, tobacco, marijuana, and other drugs. This age-appropriate and research-based substance abuse prevention program promotes the social and emotional growth of elementary school children by encouraging a positive self-image and discouraging chemical use and abuse.
